HUD, VA, USICH Announce 17 Percent Decrease in Veteran Homelessness in Past Year
The U.S. Department of Housing and Urban Development (HUD), U.S. Department of Veterans Affairs (VA), and the U.S. Interagency Council on Homelessness (USICH) have announced the number of veterans experiencing homelessness in the United States has been cut nearly in half since 2010. The data revealed a 17 percent decrease in veteran homelessness between January 2015 and January 2016 — quadruple the previous year’s annual decline — and a 47 percent decrease since 2010.
HUD Properties Available for Homeless Services
In accordance with the Stewart B. McKinney Homeless Assistance Act, HUD published a Notice in the July 29, 2016, Federal Register identifying Federal buildings and other real property HUD has reviewed for suitability for use to assist the homeless. The properties were reviewed using information provided to HUD by Federal landholding agencies or by GSA regarding their inventories of excess or surplus property. The list includes buildings and properties in Arkansas, Florida, and Texas
Apartment Markets Remain Mixed According to the Latest NMHC Quarterly Survey
Apartment markets continued to show mixed conditions in the July 2016 National Multifamily Housing Council (NMHC) Quarterly Survey of Apartment Market Conditions. For the third quarter in a row, the Market Tightness (43) and Equity Financing (44) Indexes remained below the breakeven level of 50. Conversely, the Debt Financing Index came in at 62 and the Sales Volume Index landed right at 50.
Enlisting Mainstream Resources to End Homelessness
Federal homelessness programs are vital, but not sufficient, to achieve the goal of ending homelessness for all Americans. We must enlist federal, state, and local "mainstream" programs that serve low-income people, like TANF, Medicaid, and Housing Choice Vouchers, in our efforts to end homelessness. The U.S. Interagency Council on Homelessness has released a guide to better coordinate such resources.
VA National Center on Homelessness Among Veterans Releases H-PACT Program Report
The VA National Center on Homelessness Among Veterans has released a report on the Homeless Patient Aligned Care Team (H-PACT) model. H-PACT is a multi-disciplinary, population-based medical home model organized around the unique challenges homeless veterans face accessing and engaging in care. The H-PACT model addresses the multiple medical and social needs of these veterans in one setting by incorporating five core elements that distinguish it from traditional primary care models

DOL-VETS Announces $36 Million in HVRP Grant Awards
U.S. Secretary of Labor Thomas E. Perez announced the award of $36 million inHomeless Veterans' Reintegration Program grants on Wednesday, June 1, at the NCHV Annual Conference. The grants will help an estimated 17,000 veterans successfully transition to sustainable housing and good civilian jobs. The grants will fund a variety of services to assist homeless veterans in their return to the labor force including occupational, classroom and on-the-job training, as well as job search and placement assistance.

VA Issues Guidance on Releasing Information About Homeless Veterans to Community Service Providers
The VHA Privacy Office, in collaboration with the VHA Homeless Program Office, after discussions with the VA Office of General Counsel, is issuing guidance regarding VHA’s legal authority to disclose Veteran information and demographics, which is considered protected health information (PHI), to community partners who assist in serving Veterans who are currently homeless or those with a prior episode of homelessness.

DOL-VETS Announces Availability of $13 Million for HVRP Grants
The U.S. Department of Labor Veterans Employment and Training Service (DOL-VETS) has announced the availability of Homeless Veterans’ Reintegration Program funding of $13 million to provide an estimated 6,000 veterans with job-driven training for in-demand jobs to help them successfully transition from homelessness to sustainable housing and good civilian jobs. Homeless veterans may receive occupational, classroom, and on-the-job training, as well as job search and placement assistance, including follow-up services.

Migration By Veterans Who Receive VA? Homeless Services
The National Center on Homelessness Among Veterans has released a research brief on Migration By Veterans Who Receive VA Homeless Services by Stephen Metraux, PhD. This brief contains initial findings from a study on migration among 113,400 veterans who initiated use of Department of Veterans Affairs (VA) homeless services in 2011 or 2012, and follows them using VA administrative records for up to two years after this initial contact. The findings review the “how many” and the “where” of this phenomenon.
