Davids Celebrates Federal Investments for Affordable Rural Housing in Kansas’ Third District
WASHINGTON, D.C. – RealEstateRama – Representative Sharice Davids announced the Kansas Housing Resources Corporation (KHRC) has awarded two communities in Kansas’ Third District with federal funds to develop affordable rural housing. The investments stem in part from the American Rescue Plan, which Davids was the only member of Kansas’ congressional delegation to support.
“Because hard-working families are still dealing with inflationary pressures, I’m squarely focused on making life more affordable for all Kansans. That certainly includes developing new, affordable housing options throughout Kansas’ Third District,” said Davids. “This new federal grant, which I am proud to have supported, will help build and rehabilitate affordable housing in our state, decreasing housing instability and easing housing costs over time.”
In total, 20 Kansas projects will receive $19 million to develop affordable housing for moderate-income families in rural areas of the state. In Kansas’ Third District, awardees include:
- Ottawa – $400,000
- To develop 11 multi-family rental units at Legacy Lofts
- Bonner Springs – $1,700,000
- To develop 100 multi-family rental units at 120 Oak

By leveraging essential federal funding sources like the American Rescue Plan with state and private capital to fill the development cost gaps, KHRC is unlocking home and investing in Kansans and our communities.”
“The Unified Government has been studying housing needs as we complete a countywide market analysis later this month,” said David Johnston, County Administrator, Unified Government of Wyandotte County/Kansas City, Kansas. “The addition of 100 units in the City of Bonner Springs will help us address the growing demand for quality, affordable housing countywide. We appreciate the continued support of Representative Davids.”
The 20 projects will benefit from the Kansas’ Moderate Income Housing (MIH), MIH-American Rescue Plan Act (MIH-ARPA), and Kansas Housing Investor Tax Credit (KHITC) programs. Combined with the amount leveraged by each community, the awards represent a total investment of $90,933,755 and a net gain of 513 affordable, quality housing units in Kansas.
Davids voted for the American Rescue Plan to bring targeted COVID relief to Kansas and help distribute life-saving vaccines, keep schools and businesses open, and support Kansans through the biggest public health and economic crisis in generations. Since its passage, Kansas has seen its positive impact —boosting child care services in Shawnee, implementing tax cuts for middle-class families, and connecting Kansans to new opportunities through the Kansas City Streetcar expansion — in every corner of Kansas’ Third District. Under the American Rescue Plan, Medicaid expansion in Kansas would also be completely paid for through the first two years, meaning another 165,000 Kansans getting the health care they need.
Kansas’ housing development programs, including the MIH program, are administered by KHRC, a self-supporting, nonprofit, public corporation committed to helping Kansans access safe, affordable housing. KHRC serves as the state’s housing finance agency, administering essential housing and community programs to serve Kansans.
