Federal Home Loan Bank of Dallas Announces 2013 Advisory Council Members

DALLAS, TX – March 1, 2013 – (RealEstateRama) — The Federal Home Loan Bank of Dallas (Bank) is pleased to announce the appointment of Cynthia Griffin to the Bank’s 2013 Advisory Council. Michelle Whetten, Deborah Webster, Jane Provo, and Jay Czar were reappointed to the council. The appointments began on January 1, 2013.

The Advisory Council is comprised of 13 representatives from state, community, and nonprofit organizations who advise the Bank’s Board of Directors on affordable housing and economic development issues.  All newly appointed and reappointed Advisory Council members will serve three-year terms that expire on December 31, 2015.

Newly Appointed Member:

• Cynthia Griffin has served as the executive director of Habitat for Humanity/Metro Jackson (HFH/MJ) since 2005. HFH/MJ has had an extensive relationship with the Bank through the Affordable Housing Program, which has given Ms. Griffin insight into the positive effect the grant program has had on her community. She also serves as vice chair of the U.S. Advisory Council to the Habitat for Humanity International Board of Directors. This role has enabled her to not only be a part of establishing Habitat’s policies for the U.S. affiliate body, but also to serve as an advisor on many new and challenging issues arising in the industry on a national level surrounding mortgage lending and homeownership.

Reappointed Members:

• Michelle Whetten is vice president and Gulf Coast market leader for Enterprise Community Partners, Inc., in New Orleans, Louisiana. Prior to her assignment on the Gulf Coast, Ms. Whetten was deputy director for Enterprise’s New York City office, where she led neighborhood initiatives and public policy efforts. This is Ms. Whetten’s second term on the Advisory Council. During her previous term, she provided input on issues in the market that drive investor choices; shared insights on? new and emerging federal policies and programs; and communicated her understanding of Louisiana state and local housing policies, issues and programs. As the current president of the Louisiana Association of Affordable Housing Providers, she is familiar with issues facing the local affordable housing and community development industry and has provided grants, loans and equity to several developers in the state of Louisiana. This is Ms. Whetten’s first full term on the Advisory Council. She filled an open seat in 2012.
  
• Deborah Webster is a principal at Concept Consulting Group, LLC in Albuquerque, New Mexico. As lead consultant, she assists housing organizations and agencies in all facets of planning and development of affordable housing and economic development projects. Prior to joining Concept Consulting Group, Ms. Webster spent seven years as the director of the Native American Program for Enterprise Community Partners and was responsible for the implementation of the Native American Program. Ms. Webster has worked in the affordable housing and community development arena for more than 20 years, with experience in both the private sector and nonprofits. This is Ms. Webster’s second term on the Advisory Council.
  
• Jane Provo is executive director of the Denton Affordable Housing Corporation in Denton, Texas. As the first executive director for what was then a newly formed nonprofit housing development corporation, Ms. Provo is responsible for carrying out the mission of the organization which is to increase the supply of affordable housing for lower income households and people with special needs. During the 17 years of its existence, Ms. Provo has grown the corporation’s asset base substantially. This is Ms. Provo’s third term on the Advisory Council. She has served as the council’s chairman since 2011.
  
• Jay Czar has served as executive director of the New Mexico Mortgage Finance Authority (NMFA) in Albuquerque, New Mexico, since May 2006. NMFA administers more than 35 affordable housing programs on behalf of the state, the U.S. Department of Housing & Urban Development, the Department of Energy, and the U.S. Department of the Treasury. Before joining NMFA, he was the vice president of marketing and government affairs for Lovelace Sandia Health Systems.  Prior to his time with Lovelace, Mr. Czar served in several capacities with the City of Albuquerque, including chief administrative officer. Mr. Czar also serves on the New Mexico Economic Development Partnership, United Way Cabinet, Albuquerque International Balloon Fiesta Board, Character Counts Leadership Council, and the University of New Mexico Public Administration Advisory Board. Mr. Czar previously served on the Advisory Council and has extensive experience with the Bank and its programs.
