Governor Healey announces $6.7 million in state funding to build mixed income apartments on Millstone Road in Brewster
Spring Rock Village, a largely affordable housing development on Cape Cod will receive $6.7 million in state funding
Brewster, MA – RealEstateRama – Spring Rock Village, a largely affordable housing development to be built by nonprofits Preservation of Affordable Housing and Housing Assistance, will receive $6.7 million in state funding according to an announcement by Governor Maura Healey and Housing and Livable Communities (EOHLC) Secretary Ed Augustus on June 20. Spring Rock Village was one of 27 projects to receive 2024 Affordable Housing Development Grant Awards that will support the creation or preservation of 1,874 rental apartments across Massachusetts representing EOHLC’s largest total investment ($227 million in state and federal tax credits and subsidies).
The development will consist of 45 newly constructed rental apartments built in Cape Cod style buildings on 16.6 acres at the current location of 0 Millstone Road in Brewster. The proposed plan includes 35 affordable units for households earning up to 60% of area median income (AMI) and 10 units will be workforce housing at no more than 80% of AMI. The housing community will have 15 one-bedrooms, 25 two-bedrooms, and five three-bedroom units spread across four residential buildings and one community building. The development will create a sociable neighborhood, minimize building footprints, and preserve existing woodland habitat.
According to the Governor’s announcement “in addition to analyzing how these projects met the state’s housing goals, the Administration carefully evaluated the green, sustainable and climate resilient aspects of every application to ensure that all projects selected for awards will help further the state’s climate objectives.” Spring Rock Village will prioritize sustainability and promote energy efficiency through its Stretch Code compliant design and high-efficiency mechanical systems which will not rely on fossil fuels. The buildings are also oriented and designed to optimize rooftop solar panels.

We look forward to working with our partners, Preservation of Affordable Housing and Housing Assistance Corporation to bring this much needed housing to fruition with funding support from EOHLC and technical assistance that was provided by the Mass Housing Partnership.”

Construction is expected to begin by early next year, with completion and lease-up targeted for the summer of 2026.
