GSA Seeks Ideas for Innovative Redevelopment Opportunity of McIntyre Building
GSA requesting information from developers to transform federal facility
BOSTON – February 3, 2016 – (RealEstateRama) — The U.S. General Services Administration (GSA) issued a Request for Information (RFI) seeking creative ideas from the real estate development community to redevelop the Thomas J. McIntyre Federal Building in Portsmouth, New Hampshire. GSA will use these ideas for planning purposes and to make strategic decisions regarding the future use of the property while providing the City of Portsmouth a potential economic development opportunity.
GSA Administrator Denise Turner Roth said this creative development strategy could act as a powerful catalyst for economic development in communities like Portsmouth.
“Under GSA’s Economic Catalyst Initiative, with projects like the McIntyre building Exchange, we can better align the agency’s building, leasing, and relocation plans with the economic development goals of local communities, while improving outcomes for the federal government and partner agencies and respecting local development processes.”
GSA Regional Administrator Robert Zarnetske said the RFI is the first important phase of the process.
“This request for information will provide us with critical market feedback which will inform the path forward for the proposed exchange transaction. We are committed to ensuring that federal agencies can continue to effectively provide services to the people of the Portsmouth area while furthering the interests of the City.
Senator Jeanne Shaheen said she is optimistic about the RFI and the future of the McIntyre building.
“This is a promising first step towards a new repurposed McIntyre building,” said Shaheen. “This building holds a lot of exciting potential for economic development in downtown Portsmouth. The City of Portsmouth has waited a long time for this process to begin and I’m very optimistic that this request will yield creative new ideas for the building.”
Senator Kelly Ayotte said she is pleased stakeholders will have an important role in the process.
“Redeveloping the McIntyre Federal Building in Portsmouth holds great potential for helping to boost the local economy, and I am pleased that local stakeholders and the city of Portsmouth will have an important role in the decision-making process for the future of this facility.”
Congressman Frank Guinta said this is an exciting opportunity for economic growth for Portsmouth and the State of New Hampshire.

The real estate development community will have 60 days to provide input.
GSA will also co-host an Industry Day March 5 which will allow interested parties an opportunity to tour the property and learn more about the RFI process (closed to the media).
About the Thomas J. McIntyre Federal Building
The building was constructed in 1966.
The property is located at 80 Daniel Street.
The property contains approximately 2.25 acres of land; 107,000 gross square feet of building space; and a two-tier parking lot with 91 outdoor spaces and 44 indoor spaces.
