HUD AWARDS $32 MILLION TO 30 LOCAL HIV-AIDS HOUSING PROGRAMS

Funding supports stable housing for individuals and families at extreme risk for homelessness

WASHINGTON, D.C. – May 31, 2013 – (RealEstateRama) — Today, the U.S. Department of Housing and Urban Development announced $32 million in grant awards to assist more than 1,300 extremely low-income persons and families living with HIV/AIDS annually. The grant awards will provide these households with a stable living environment, which is essential to accessing healthcare and HIV related services. In addition to housing assistance these grant programs will provide access to the needed supportive services in assisting beneficiary’s with a path to self-sufficiently such as life skills, job readiness services and employment training.

The funding announced today is offered through HUD’s Housing Opportunities for Persons with AIDS Program (HOPWA) and will renew HUD’s support of 30 local programs in 20 states (see attached chart and individual project descriptions below).

“These grants will provide our local partners with crucial funding that is necessary to provide individuals and families living with HIV/AIDS a place to call home,” said Secretary Shaun Donovan. “The comfort of knowing that you have a roof over your head makes a huge difference in the wellbeing of families and gives hope to those who might otherwise end up living on the streets.”

Many of the projects receiving renewed funding provide for specialized models in outreach and service delivery, including efforts that target help to persons who have been homeless or are at extreme risk of becoming homeless. The awarded programs are designed to increase coordination with the homeless assistance grant programs as well as other federal resources provided at the local level. These grants offer innovations in HIV care to increase job readiness and employment opportunities for persons in stabilized care. The grants announced today also support the Obama Administration’s Opening Doors,strategic plan to prevent and end homelessness, and National HIV AIDS Strategy, that identifies Housing as a key component to preventing the spread of HIV.

In addressing goals under these strategies, HUD will contribute a variety of housing resources to promote better integration of housing interventions into comprehensive HIV care systems. Housing assistance and related services funded by HOPWA are an essential part of the comprehensive system of care for low-income persons living with HIV/AIDS. A stable home environment is also vital for these households in allowing them to access consistent medical care and maintain their health. Furthermore, secure housing can be a platform for improved quality of life.

Ninety percent of HOPWA funds are distributed by formula to cities and states based on the number of AIDS cases reported to the Centers for Disease Control and Prevention. HUD’s formula grants are managed by 138 local and state jurisdictions, which coordinate AIDS housing efforts with other HUD and community resources. Overall, these resources assist over 60,000 households annually to provide stable housing and reduced risks of homelessness for those living with HIV and other challenges.

HOPWA FY2013 Permanent Supportive Housing Renewal Grant Summaries

Alabama

Health Services Center, Inc.,is awarded a HOPWA permanent supportive housing renewal grant of $855,617 to continue the Rural Housing Options for Persons with HIV/AIDS project that operates in an 11-county rural area of east-central Alabama. In addition to providing Tenant-Based Rental Assistance (TBRA) to 30 households, the program supports a two-unit/eight-bed facility. Supportive services will assist 47 households annually. The project is a collaborative partnership with the Family Services Center, Anniston Housing Authority, Greater Gadsden Housing Authority, City of Gadsden, Homeless Coalition of Northeast Alabama, and AIDS Alabama.

AIDS Alabama, Inc., is awarded a HOPWA permanent supportive housing renewal grant of $905,893 to continue providing six units of facility-based permanent housing and eight units of scattered-site master leasing, in addition to housing information services and permanent housing placement to program participants. Supportive services will assist 174 households annually throughout the state’s 35 most rural counties. Arizona

Pima County, Community Development and Neighborhood Conservation Department, is awarded a HOPWA permanent supportive housing renewal grant of $1,385,585 to continue providing nine units of facility-based housing, in addition to providing Tenant-Based Rental Assistance (TBRA) to 40 households. Individualized comprehensive case management and supportive services will assist 80 households annually. The project is designed to create a continuum of care for people who are low-income and HIV+ and their families in Tucson and Pima County. City of San Jose, Housing Department,is awarded a HOPWA permanent supportive housing renewal grant of $1,309,810 to continue providing 19 households with Tenant-Based Rental Assistance (TBRA) and supportive services to 75 households in Santa Clara County. Clinical case managers assess clients, develop individualized and comprehensive treatment plans, and coordinate a multidisciplinary team to provide the full range of appropriate treatments support, and rehabilitation services. I.M. Sulzbacher Center for the Homeless,Inc., a non-profit community-based organization, is awarded a HOPWA permanent supportive housing renewal grant of $1,215,572 to continue its Scattered Emergency Apartments for Chronically Homeless HIV+ Adult Males (SEA-CHAM) program. The program provides Tenant-Based Rental Assistance (TBRA) to 40 chronically homeless and multiple diagnosed men living with HIV. A combination of supportive services will complement housing support through access to primary health and dental care, HIV/AIDS case management, life skills training, substance abuse counseling, and other linkages to community providers in Duval County.

University of Illinois, College of Medicine, isawarded a HOPWA permanent supportive housing renewal grant of $1,252,469 to provide 37 households with Tenant-Based Rental Assistance (TBRA) and supportive services and 15 households with permanent housing placement services (PHP) annually, The College of Medicine previously served as a project sponsor on Pioneer Civic Services two HOPWA permanent supportive housing grants and will now serve as the grantee. To reduce administrative burden and increase efficiency, the two grants have been combined into one award under the renewal process. The project is a partnership with Heart of IL HIV/AIDS Center (HIHAC), and provides services to a 15 county area that targets households receiving Ryan White benefits who have demonstrated a housing need.

The project serves a particularly challenging population of post-incarcerated substance abusers with who have experienced long periods of homelessness. Justice Resource Institute, Inc. Health Care for the Homeless, Inc. New Jersey Department of Health, is awarded a HOPWA permanent supportive housing renewal grant of $1,328,365 to continue providing Tenant-Based Rental Assistance (TBRA) to 35 post-incarcerated individuals with HIV/AIDS and their families throughout the State of New Jersey. Pennsylvania

Asociación De Puertorriqueños en Marcha, Inc. (APM),a grassroots non-profit community-based organization in Philadelphia, is awarded a HOPWA permanent supportive housing renewal grant of $1,371,215 to continue providing 30 households with Tenant-Based Rental Assistance (TBRA) and supportive services. Additionally this organization will assist 13 households with permanent housing placement (PHP) services annually. The majority of program participants are low-income/homeless Latino persons living with HIV/AIDS. Bi-lingual staff members enhance access to medical care by accompanying clients with limited English proficiency to health care appointments and by providing assistance with translation, documentation of medical information, transportation, and other support.

Rhode Island

Rhode Island Housing (New Transitions), is awarded a HOPWA permanent supportive housing renewal grant of $780,242 to continue their New Transitions project that includes a five-unit transitional substance abuse treatment facility and nine scattered site leased units. Supportive services will assist 24 households annually. This is a collaborative partnership with AIDS Care Ocean State which provides substance abuse treatment, intensive supportive services, and Life Skills training for approximately three months, after which clients move to their own apartments with the support of a supportive service network to ensure housing stability.

Washington

Downtown Emergency Service Center, (DESC), is awarded a HOPWA permanent supportive housing renewal grant of $636,640 to continue a housing program that assists low-income persons with HIV/AIDS in Seattle. As a post-incarcerated re-entry effort, the permanent housing program provides services and housing placement support through 10 facility based housing units, three respite beds serving up to 25 households a year, and housing case management services. The project is multi-funded and collaborating partners include: Evergreen Treatment Services, (ETS); Compass Center; King County jail; and the Washington State Department of Corrections. The services compliment housing support through access to public assistance benefits, literacy skill development, mental health and substance abuse treatment, domestic violence support, medical and dental care, as well as, vocational training and employment referral services.

Wisconsin

AIDS Resource Center of Wisconsin (ARCW), is awarded a HOPWA permanent supportive housing renewal grant of $1,369,420 to continue providing 92 dually diagnosed and/or mentally ill individuals and their families with Tenant-Based Rental Assistance and supportive services throughout the State of Wisconsin. The AIDS Resource Center of Wisconsin will continue to partner with the Wisconsin Department of Health and Human Services in delivery of supportive services.
